Joyce Kelty holds the position of Operations Director at Behavioral Information Systems LLC, an application service provider for community mental health centers. Her responsibilities include financial management, budgeting, marketing, and staff supervision. Her duties also include systems analysis and design, systems development, and process review and evaluation. Joyce has worked in the behavioral health information field for 13 years. Prior to that, Joyce worked for 10 years in the computer manufacturing and insurance fields as a manager, systems analyst, and information systems auditor.

Joyce holds a BA in Economics from Rutgers University in New Brunswick, New Jersey and an MBA with a concentration in Management Information Systems from Bentley College in Waltham, Massachusetts. She has been an instructor for computer related courses at the College for Lifelong Learning in Lebanon, and has worked with Granite State College learners on Self-Design Areas of Specialized Study and Independent Learning Contracts.
